Homeland Security Grants
The purpose of the FY2024 HSGP grant is to provide funds to eligible entities to support state, local, tribal, and territorial efforts to prevent terrorism and other catastrophic events and to prepare the nation for the threats and hazards that pose the greatest risk to the security of the United States.
State Homeland Security Program (SHSP)
The SHSP supports state, tribal, territorial, and local preparedness activities that address high-priority preparedness gaps across all core capabilities that support terrorism preparedness.
Urban Area Security Initiative (UASI)
The UASI program assists high-threat, high-density urban areas in efforts to build, sustain, and deliver the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism.
Georgia Gang Activity Prosecution (GAP) Grant
The Georgia GAP Grant program supports state and local efforts to prosecute gang-related activity. The program is based on risk-driven, capabilities-based strategic plans that outline high-priority needs relating to gang activity prosecution.

Nonprofit Security Grant Program
The Nonprofit Security Grant Program seeks to integrate the preparedness activities of nonprofit organizations that are at high risk of a terrorist attack with broader state and local preparedness efforts. The NSGP objectives are to support efforts that (1) build and sustain core capabilities; (2) strengthen governance integration between private nonprofit entities and Federal, state, and local governments; and (3) encourage a whole community approach to security and emergency management.
CIKR and Not Profit Promotional Grants
In today's ever-evolving security landscape, not-for-profit organizations face a myriad of challenges that threaten their missions, resources, and reputations. Recognizing the crucial role of these organizations in serving communities, the Critical Infrastructure and Key Resources Unit (CIKR Unit) of the Georgia Emergency Management Agency/Homeland Security (GEMA/HS) offers specialized support to enhance their security. Through comprehensive security, vulnerability assessments, threat identification, and protective measure reports, the CIKR Unit is dedicated to empowering not-for-profit organizations to safeguard their operations effectively.
State and Local Cybersecurity Grant Program
Through the Infrastructure Investment and Jobs Act (IIJA) of 2021, Congress established the State and Local Cybersecurity Improvement Act, which established the State and Local Cybersecurity Grant Program, appropriating $1 billion to be awarded over four years.
Emergency Management Performance Grants
The purpose of the Emergency Management Grant Program is to provide Federal funds to states to assist state, local, territorial, and tribal governments in preparing for all hazards, as authorized by Section 662 of the Post-Katrina Emergency Management Reform Act (6 U.S.C. § 762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. §§ 5121 et seq.). The EMPG will provide federal funds to assist state, local, tribal, and territorial emergency management agencies to obtain the resources required to support implementation of the National Preparedness System and the National Preparedness Goal of a secure and resilient nation.
Hazard Mitigation Assistance Grants
The Georgia Emergency Management and Homeland Security Agency Hazard Mitigation Division works in partnership with the Federal Emergency Management Agency to apply for Hazard Mitigation Assistance Grants assistance for state agencies and local governments. The key grant programs include: Hazard Mitigation Grant Program, Flood Mitigation Assistance and Pre-Disaster Mitigation. The purpose of these grant programs is to provide funds to state agencies and local governments for projects that reduce or eliminate the long-term risk to human life and property from the effects of natural hazards.
Disaster Case Management Grant
Disaster Case Management Program (DCMP), as defined in the FEMA 2017 Program Guidance, is a time-limited process that involves a partnership between a case manager and a disaster survivor (also known as a “client”) to develop and carry out a Disaster Recovery Plan. This partnership provides the client with a single point of contact to facilitate access to a broad range of resources. The process involves an assessment of the client’s verified disaster-caused unmet needs, development of a goal-oriented plan that outlines the steps necessary to achieve recovery, organization and coordination of information on available resources that match the disaster-caused unmet needs, the monitoring of progress toward reaching the recovery plan goals, and when necessary, client advocacy.
