The State of Georgia’s HEARTS Georgia Program was created to provide temporary shelter for survivors whose homes were majorly damaged, destroyed, or deemed uninhabitable in one of the 61 counties federally declared for FEMA’s Public Assistance and Individual Assistance programs following Hurricane Helene (September 24 – October 30, 2024). This program has offered emergency sheltering in hotels, motels, or travel trailers to eligible survivors who could not locate available rental housing and agreed to the program’s terms and conditions. Originally scheduled to last six months, the program was extended for an additional six months to continue supporting survivors with sheltering needs. The temporary sheltering program will officially end on Friday, September 29, 2025.

The State of Georgia will soon be launching a Disaster Case Management Program (DCMP) to support survivors of Hurricane Helene that involves a partnership between a disaster-impacted household and a disaster case manager. Disaster case managers serve as a primary point of contact, assisting households in coordinating necessary services and resources to address the household’s complex disaster recovery needs. In this partnership, case managers and households assess the family’s disaster-related unmet needs, build a recovery plan, and access available resources. 

Disaster Case Managers can support survivors with: 

  • Navigating FEMA, Insurance, SBA and other processes
  • Applying for programs and assistance
  • Identifying and accessing resources
  • Developing a home repair or rebuild plan
  • Creating a unique recovery plan with steps to reach recovery goals 

Administered by the Georgia Emergency Management and Homeland Security Agency (GEMA/HS), this program will work to connect survivors with community resources across 63 FEMA Individual Assistance designated counties. By addressing the unmet needs of disaster survivors, the DCMP will play a pivotal role in fostering recovery for affected communities across the state.

Eligibility  

  • Household’s primary and occupied residence or place of employment is in a county indicated in the disaster proclamation
  • Household had disaster related unmet needs
  • Survivors do not need to be registered with FEMA to participate in the program
