(ATLANTA) – The Georgia Emergency Management and Homeland Security Agency (GEMA/HS) is pleased to announce the opening of the application period for the State of Georgia Gang Activity Prosecution (GAP) Grant. The State of Georgia set aside $1,250,000 in funds from the Fiscal Year (FY) 2027 state budget for a competitive grant to facilitate gang activity prosecutions in the state. 

The GAP program is designed to provide grant funds to local governments and agencies for the purpose of procuring a gang case management system or updating their existing gang case management system. The FY 2027 GAP Grant will be open for applications between October 12 and November 7, 2026, with award decisions announced in November 2026. Eligible applicants for the GAP grant are State of Georgia law enforcement agencies, local law enforcement agencies, and/or prosecuting attorneys/agencies focused on gang prosecutions.

“The purpose of the FY 2027 Georgia Gang Activity Prosecution Grant program is to support state and local efforts to prosecute gang-related activity,” said GEMA/HS Deputy Director of Homeland Security Kirk Smith. “The program is based on risk-driven, capabilities-based strategic plans that outline high-priority needs relating to gang activity prosecution.”

Successful applicants must clearly identify and explain how their project will assist in creating safer communities by prosecuting gang activity. For these plans to be effective, government officials and elected leaders, working with the whole community, must consider how to sustain current capability levels, while also addressing potential gaps. 

Applicants must also show a commitment to a track record of successful prosecutions of gang activity. Consideration will be given to agencies with both prosecutors and law enforcement applying in support of one another, and will be provided to agencies with existing gang activity prosecution programs. All agencies must articulate how their work will result in prosecutions. 

The cost-share or match is not currently required for the FY2027 GAP. The period of performance will be from November 1, 2026, to June 1, 2027.

Applications will only be accepted through the GEMA/HS EMGRANTS portal. Applicants must register through the portal by October 12 to apply. Registration can take up to 72 hours to complete, so GEMA/HS encourages applicants to begin the registration process now.
